1 quality of economic growth

Категория, которая пока не имеет общепринятого определения, хотя важность ее признана в кругах экономистов давно. Казалось бы: чем выше темпы роста, тем лучше для населения страны и, следовательно, выше качество этого роста? Но, оказывается, все намного сложнее. Экономический рост – лишь объемная, количественная сторона развития экономической системы, характеризующая расширение ее масштабов. Объемом не охватываются структура общественного производства, его эффективность, качество производимой продукции, изменения жизненного уровня, качество жизни населения страны и многое другое. Так, к примеру, о жизненном уровне населения СССР неправомерно было судить по показателю ВВП на душу населения, поскольку в этот показатель включалось непомерно раздутое производство вооружений, что было совсем нехарактерно для большинства других стран. Мы живем в эпоху современного экономического роста — подробнее см. в статье «Экономический рост». Из рассмотренных в ней типов роста: устойчивый длительный рост, нулевой рост, равновесный сбалансированный рост, экстенсивный и интенсивный рост, последнее разделение, по-видимому, ближе всего к рассматриваемому вопросу. Экстенсивный тип экономического роста это рост, который происходит в результате увеличения объема используемых ресурсов – рабочей силы, природных запасов и др. Напротив, интенсивный тип характеризуется повышением эффективности экономической системы, то есть происходит за счет увеличения производительности труда, отдачи основных фондов, улучшения использования сырья и материалов. Все это, несомненно, отражает качество роста. Но не исчерпывает это понятие. Некоторые экономисты, в начале 2000-х гг., поставив вопрос о качестве экономического роста, обратили внимание на его, так сказать, сырьевую доминанту. Сырьевой характер российской экономики, высокая доля нефти и газа, других видов сырья в экспорте страны восходит ко временам Советского Союза. Но переломить ее за прошедшие 20 лет не удалось, хотя задача структурной перестройки была поставлена еще в программе правительства Гайдара (1992 г.) и ее прокламировали все последовавшие за ним, сменявшие друг друга правительства. Более того, когда «нефтяные доллары» в результате благоприятной мировой рыночной конъюнктуры полились рекой и, по словам президента В. Путина, «Россия поднялась с колен», сразу нашлись ретивые политики и публицисты, утверждавшие: «Мы не сырьевой придаток, мы сырьевая империя, способная навязывать свою волю другим государствам, используя нефтяное (газовое) преимущество». Некоторые прямо заявляли: «Нефтяное или газовое оружие». Это был опасный самообман. Ведь из-за сырьевого перекоса российская экономика теряет дважды: продает относительно дешевые необработанные товары (с низкой добавленной стоимостью), но вынуждена покупать машины, оборудование и другие относительно дорогие товары (с высокой добавленной стоимостью обработки). Но главное: доминирование нефтегазового экспорта и неспособность развивать высокотехнологические отрасли отнимает ресурсы у потомков и их надежды жить в развитой богатой стране. Более того: тут затрагивается такой аспект, как взаимоотношения человека с окружающей средой обитания. Если ВВП устойчиво растет, но при этом ухудшается экологическая обстановка и безоглядно расходуются невозобновляемые природные ресурсы – такой рост нельзя признать качественным. Говоря о качестве роста, надо, по нашему мнению, иметь в виду главное: то, что любой экономический рост требует части ресурсов, которыми располагает общество, причем неизбежно в ущерб потреблению. Действительно, количество ресурсов ограничено, их можно употребить либо на рост (прежде всего — через инвестиции), либо на потребление (личное и государственное) – третьего не дано. Темпы экономического роста определяются, при прочих равных условиях, объемом накоплений и экономической эффективностью их инвестирования в производство. Отсюда вывод: качество экономического роста в конечном счете определяется той ценой, которую общество вынуждено платить за этот рост. Зависимость обратная: чем выше цена, тем ниже качество роста.
